Literacy and reading comprehension in Europe – what the numbers tell us

Goal: Understand the scale of reading and literacy challenges in Europe and why they matter for plain language. 

Clear communication starts with knowing your audience—and the data shows that a large share of Europeans face challenges with reading and understanding written information. This is not a niche issue. It affects millions of people across the continent, often without being visible. 

According to the OECD’s Survey of Adult Skills (PIAAC), about 1 in 5 adults in Europe performs at or below Level 1 in literacy. That means they may struggle to read everyday texts, follow written instructions, or fill out forms correctly. These difficulties are not limited to a specific group—they are found among all age ranges, in both urban and rural settings, and even among working professionals. 

Among younger people, the problem continues. The PISA 2022 results show that 26% of 15-year-olds in the EU perform below the basic reading level. These students risk entering adulthood without the tools to navigate education, health systems, legal rights, or the job market effectively. 

This data matters when we talk about plain language. If one in five adults struggles with standard written communication, then using complex sentences, technical vocabulary, or abstract phrasing excludes a significant portion of the population. Plain language helps close that gap by making essential information more understandable and usable. 

Clear writing is a response to real and widespread literacy needs. When we use plain language, we ensure that more people can participate fully in society, understand their rights, and make informed decisions.
